Real Estate Cold Calling in 2026: Tools, Costs and the Rules

Short answer. Real estate cold calling in 2026 costs $99 to $349 a month per agent for a dialer, with data plans from $25 to $699, and the rules that govern it are set by federal law plus a handful of state statutes that treat licensed agents differently from other callers. On the pricing pages we read on 2 November 2026, Mojo Dialer charges $89 a month for a single-line dialer and $139 for a triple-line dialer that makes up to 300 calls an hour, plus a required $10 per user and $25 to $50 for each lead feed; REDX sells individual lead types from $60 a month, bundles all five at $199 and adds a dialer at $299 or $349; PropStream's data plans run $99, $199 and $699 a month. The legal side is where agents get hurt: the federal 8 a.m. to 9 p.m. window for residential numbers and the TCPA's $500-per-violation claim apply to everyone, Florida exempts licensed agents from its no-call list only when they respond to a yard sign or advertisement, Washington excludes licensed agents from its solicitor registration but not from its robocall ban, and Georgia excludes communications by persons licensed under three named chapters from its no-call definition. Here are the tools, the arithmetic and the rules.

What the dialers and data cost

Three vendors publish full price lists. Mojo Dialer requires "Agent Access" at $10 per user, then sells the dialer licence separately: "Single Line Dialer Unlimited Minutes" at $89 per licence and "Triple Line Dialer Unlimited Minutes" at $139 per licence, the latter "up to 300 calls per hour." Each user who dials at the same time needs their own licence. Options are Mojo Voice at $30, call recording at $25 and Mojo Caller ID at $10, which the page describes as "a personalized, verified number with attestation A-Level certification to help prevent spam tagging." Data feeds are shared across the account: Neighborhood Search $49, Expired Property Leads $50 delivered daily, For Sale By Owner $25, For Rent By Owner $25, Skip Tracer $49 unlimited, and Pre-Foreclosures $49.

REDX sells "your next listing for as low as $60 /month," meaning each lead type (Expireds, FSBOs, GeoLeads, FRBOs, Pre-Foreclosures) at $60 a month on its own. Core at $199 a month bundles all five with Plus Insights (skip tracing plus homeowner, market and lifestyle data), the Vortex lead manager and mailers, with extra users at $75 each. Connect at $299 a month, marked most popular, adds the Ad Builder and a single-line power dialer with voicemail drop, queue and call tracking. Pro at $349 a month swaps in the multi-line power dialer, "Call up to 300 leads/hr with triple-line dialer," with extra users at $99 each.

PropStream is data rather than dialing: Essentials at $99 a month with a 7-day trial, 50 free leads and 25,000 monthly saves and exports that do not roll over; Pro at $199 a month with 50,000 saves and exports, property and contact importing and two full-access team members; Elite at $699 a month with 100,000 saves and exports. Annual billing is presented as added value rather than a lower monthly price in the view we read.

The monthly arithmetic for one agent

SetupComponentsMonthly total
Mojo, triple line, all options$139 dialer + $10 agent access + $30 voice + $25 recording + $10 caller ID$214
Mojo, triple line plus two lead feeds$214 above + $50 expireds + $25 FSBO$289
REDX Pro, one agentFive lead types, insights, multi-line dialer$349
REDX Connect plus one extra user$299 + $75$374
REDX Pro plus one extra user$349 + $99$448
PropStream Essentials, data only$99 a month, $1,188 a year$99

A single agent pays $214 for a Mojo triple-line dialer with every option but no data, or $349 for REDX Pro with five lead types and a multi-line dialer; the second seat costs $75 to $149 depending on vendor. A team of five on REDX Pro is $349 plus four users at $99, or $745 a month; the same team on Mojo triple-line licences is five times $149, or $745 as well, before voice, recording and data. The two land at the same number; the difference is what the lead feeds cost on top.

The federal rules every agent carries

Two federal rules set the floor. The FCC's telemarketing regulation at 47 CFR 64.1200(c) says no person or entity shall initiate a telephone solicitation to "Any residential telephone subscriber before the hour of 8 a.m. or after 9 p.m. (local time at the called party's location)," or to a residential subscriber on the national do-not-call registry, whose registrations "must be honored indefinitely, or until the registration is cancelled by the consumer or the telephone number is removed by the database administrator." And the TCPA's private action gives a called party $500 per violation under 227(b)(3) for calls such as autodialed or prerecorded calls without consent, and up to $500 under 227(c)(5) for Do Not Call breaches after more than one call in 12 months, which a court may raise to as much as three times for willful or knowing violations. An expired listing or FSBO phone number is often a residential or mobile number, so the registry scrub and the time window apply to it. For the consent rules that attach to autodialers, prerecorded voices and texts, see TCPA opt-out requirements and, for the vendor question, who is liable when a vendor makes the call.

Where state law treats agents differently

  1. Florida. Section 501.059(4) bans unsolicited sales calls to numbers on the state's no sales solicitation calls list, with one exception that matters here: licensees under chapter 475, the real estate chapter, calling a seller or lessor of real property in response to a yard sign or advertisement. A cold call to a homeowner who has not advertised is outside that exception. Automated dialing or recorded messages on an unsolicited consumer sales call need prior express written consent under 501.059(8)(a), and the statute presumes any Florida area code is a Florida resident. Detail in the Florida Telephone Solicitation Act.
  2. Washington. RCW 19.158.020 excludes "A person licensed under RCW 18.85.101," the real estate licensing provision, from the definition of a commercial telephone solicitor "when the solicited transaction is governed by that law," so registration is not required for licensed agents in that scope. The robocall ban in RCW 80.36.400, "No person may use an automatic dialing and announcing device for purposes of commercial solicitation," has no such carve-out, and the 8 p.m. cutoff and 10-second hang-up rules in RCW 19.158.110 apply to commercial telephone solicitors. Detail in Washington telemarketing laws.
  3. Georgia. O.C.G.A. 46-5-27's definition of a telephone solicitation excludes communications "by any person who is licensed or regulated pursuant to Chapter 40 or Chapter 41 of Title 43 or Chapter 19 of Title 15," an exclusion added with effect from 1 January 2024. Agents should confirm with counsel which chapter covers their licence; where the exclusion applies, the state no-call rule and its private action (up to $1,000 per violation, after more than one unlawful call in 12 months) do not. Detail in Georgia telemarketing laws.
  4. Texas, Pennsylvania and New York. These states write their rules around consumer goods and services or around the called customer, and whether a listing pitch to a homeowner falls inside them is a question for counsel in each state. What is not in doubt is the calling windows: Texas 9 a.m. to 9 p.m. with noon on Sundays for consumer calls, Pennsylvania 9 a.m. to 7 p.m. with no Sundays since 18 October 2026, New York 8 a.m. to 9 p.m. Our registration-by-state hub has the fees and exemptions.

Where the numbers come from, and why that matters

The vendors above sell skip tracing alongside the lead feeds, which is how a phone number gets attached to an owner. Two legal consequences follow. First, the national registry covers residential subscribers and Florida's list also covers mobile numbers, so the scrub comes before the first dial, and a dialer does not make a number lawful to call. Second, a skip-traced mobile number falls inside the state rules above: Florida rebuttably presumes a call to its area codes reaches a person in the state, and where Washington's solicitor rules apply, the one-year do-not-call reach covers "any telephone number associated with that party." Build the scrub into the import step, not the dialing step.

Where an AI caller fits

An AI voice agent that dials expired listings selects and dials numbers automatically and speaks with an artificial voice, which on the statutes' wording puts it under Florida's written-consent rule, Washington's ban on automatic dialing and announcing devices and the federal autodialer rules; a live agent on a power dialer still has to check whether the dialer counts as "an automated system for the selection and dialing of telephone numbers" under Florida's rule. The safer roles for AI in a real estate office are inbound (answering sign calls and web leads within seconds) and consented follow-up (a prospect who asked for a call back). Our AI calling setup covers consent capture, suppression lists and state hours, and the best AI voice agents in 2026 compares platforms. A checklist before the first dial

  1. Scrub every imported number against the national registry and your own do-not-call list; honour registrations until the consumer cancels or the administrator removes the number.
  2. Set dialer hours by the called party's local time: 8 a.m. to 9 p.m. federal, and tighter where a state says so.
  3. Show a real caller ID; Mojo sells a verified number with attestation for $10 a month, and REDX's dialers carry call tracking.
  4. Keep automated and AI voices off cold outbound calls; use them for inbound and consented follow-up.
  5. Check the state carve-outs for licensed agents before relying on them: Florida's is limited to yard signs and advertisements, Washington's to registration, Georgia's to named licensing chapters.

Frequently Asked Questions

On pricing pages read on 2 November 2026, Mojo Dialer charges $89 a month for a single-line dialer or $139 for a triple-line dialer, plus $10 per user, with options at $10 to $30 and lead feeds at $25 to $50 a month. REDX bundles five lead types at $199 and adds a dialer at $299 (single line) or $349 (multi-line) a month, with individual lead types from $60. A single agent pays $214 for a Mojo dialer with every option but no data, or $349 for REDX Pro with data.

Yes, within the federal rules: no telephone solicitation to a residential number before 8 a.m. or after 9 p.m. local time, no solicitation to numbers on the national do-not-call registry, and consent rules for autodialed or prerecorded calls and texts, with $500 per violation at stake under 227(b)(3) and up to $500 under 227(c)(5). State laws add windows, lists and exemptions, some of which treat licensed agents differently.

Florida's 501.059(4) exception for chapter 475 licensees covers calls to a seller or lessor of real property in response to a yard sign or advertisement. An expired listing that is no longer advertised, or a homeowner who never advertised, is not within that exception, so the state list and the national registry still apply.

RCW 19.158.020 excludes persons licensed under RCW 18.85.101 from the definition of a commercial telephone solicitor when the solicited transaction is governed by that law, so registration is not required in that scope. Washington's ban on automatic dialing and announcing devices for commercial solicitation still applies to everyone.

Mojo sells Expired Property Leads at $50 a month, For Sale By Owner and For Rent By Owner at $25 each, Pre-Foreclosures and Neighborhood Search at $49 each, and unlimited skip tracing at $49. REDX prices each lead type at $60 a month or bundles all five from $199 a month. PropStream's data plans are $99, $199 and $699 a month.

An AI agent that selects, dials and speaks with an artificial voice sits under Florida's written-consent rule for automated consumer sales calls, Washington's ban on automatic dialing and announcing devices for commercial solicitation, and the federal autodialer rules, so unsolicited AI cold calls to homeowners carry more legal risk than live calls. Inbound answering and consented follow-up are the lower-risk uses.
