September 1, 2026. If you tested ChatGPT Ads earlier this year and shelved it, the thing you tested no longer exists in the same form. On August 31 OpenAI announced that ChatGPT Ads has reached a $1 billion annualized revenue run rate in less than 200 days, opened self-service buying across India, Europe, the Middle East and North Africa, and, in the same post, described a buying model that is not the one early testers used. The line to read twice is this one: CPC and outcome-optimized bidding now account for the majority of campaigns. Fixed-cost impressions were the on-ramp. They are no longer the default.

- The guardrails are restated. Ads are labeled and separate from answers, advertising does not influence answers, and advertisers get no access to private conversations.
Count the country list yourself
The announcement says over 40 countries. OpenAI's help center maintains the actual table, and on the day of the announcement it listed 47 countries with self-service marked Available, covering the United States, United Kingdom, Canada, Australia, New Zealand, India, Japan, Korea, Brazil, Mexico and most of the EU and EEA. The Middle East and North Africa entries are Algeria, Bahrain, Lebanon, Morocco, Qatar and Tunisia. Absent from that table are the United Arab Emirates and Saudi Arabia, alongside Singapore, Turkey, Egypt, Nigeria and South Africa. From the Gulf, the route today is still the OpenAI Ads Solutions team or a partner, not a card and a login. The table changes continuously, so check your own billing country before you plan a launch date around it.
What it means for operators
Re-baseline any test you ran before May. A lifetime-budget campaign bought on impressions and a CPC campaign bought on outcomes are not the same experiment. If ChatGPT Ads underperformed in the spring, that result has expired.
Install measurement before you spend. OpenAI calls Pixel and Conversions API foundations for optimization, which is another way of saying outcome bidding cannot optimize toward something it cannot observe. Buying on outcomes without conversion signal wired up is buying impressions with extra steps.
Treat both outcome numbers as hypotheses. The 3x return and 80% new-customer figures are advertiser and partner reported inside a vendor announcement, not audited, with unnamed samples. The 80% claim is the one worth testing, because if AI-search traffic really skews that hard to first time buyers it is an acquisition channel, not a retargeting one, and it should be measured on first touch rather than last click.
Do not let paid crowd out earned. OpenAI states that advertising does not influence the answers ChatGPT provides, so the organic recommendation and the ad slot remain two separate contests. A $1 billion ad business raises the price of the paid one and does nothing to the earned one, so the case for being cited in the answer gets stronger as ad prices rise.
