6. Sales Navigator alone: the compliant baseline

The catch: there is no export. You cannot get your list into a CSV, a CRM or a sequencer without a third party tool, which is why this entire category exists. What LinkedIn scraping actually costs per 1,000 leads

Sticker price is not the bill. Here is the honest math for 1,000 leads with a verified work email, the only unit that matters for outbound:

This is not legal advice, and you should ask a lawyer about your jurisdiction. But two cases define the landscape, and every honest roundup should tell you about them.

hiQ Labs v. LinkedIn. The Ninth Circuit held in April 2022 that scraping public data is unlikely to violate the Computer Fraud and Abuse Act. Scrapers celebrated. The case settled in mid 2025 and Proxycurl shut down in July 2025, at roughly $10M in annual recurring revenue. The founder's own goodbye post said there was no winning against a plaintiff with Microsoft's legal budget.

What that means in practice for a small team doing outbound:

  • Scraping public LinkedIn data is a breach of LinkedIn's User Agreement, not automatically a crime. The realistic penalty for a normal user is losing the account, not a lawsuit.
